A novel mechanical scanning radar device for measuring a shape of shaft furnace charge level comprises a radar body, an antenna special for the radar, a radar moving device, an electronic control unit of the radar moving device, a data transmission system, a three-dimensional display system and a control room. The radar moving device comprises a universal ball cloud deck and an electronic control unit of the universal ball cloud deck, the radar body and the antenna special for the radar are installed on the universal ball cloud deck, and the electronic control unit controls the rotary movement of the universal ball cloud deck, vertical thermal protection movement along a sleeve and the three-dimensional rotary movement at any angle of the antenna special for the radar.
