According to the retransmission method and the retransmission device of the data package, when the data package is completely transmitted, and the data package to be transmitted does not exist or the transmitting window can not be transmit data package to be transmitted, the local negative answer mode is applied to the data package, so that transmission delay and repeated retransmission of the data package can be avoided.
