The method provided by the invention comprises the following steps: singly considering a starting value of each wheel for low-frequency unloading according to the transient frequency characteristics of the isolated power grid and the frequency requirements of a system; selecting the lowest frequency value with stable transient frequency and the lowest frequency value with stable steady frequency; carrying out a once adjustment action of the frequency; determining the time delay of a low-frequency unloading action; adopting a conventional short time delay on an action wheel with a high low-frequency unloading starting value; adopting a long time delay on an action wheel with a high low-frequency unloading starting value according to a transient frequency characteristic curve of the system; and enabling a low-frequency unloading action wheel with the lowest frequency and a wheel with the shortest time delay to firstly act and adopting a parallel relation action among the other action wheels with a high frequency and a long time delay. In the method provided by the invention, thesafe and stable operation problems of the isolated power grid are effectively solved; the power supply reliability of the system is improved; and the method has guidance significances on realizing low-frequency unloading control strategies of some isolated power grids having low-frequency unloading problems in China.
