The system consists of a macro/meso layer, a micro layer, an interaction resolver, a consistency enforcer and a shared attribute core module, wherein input ends and output ends of the macro/meso layer and the micro layer are connected with the consistency enforcer respectively; the input ends of the macro/meso layer and the micro layer are connected with the interaction resolver; and the input end and the output end of the consistency enforcer is connected with an attribute core. When the system begins to operate, the flow is loaded onto various sub-entities; when the flow enters another resolution layer from one resolution layer, an upstream entity sends an external event to a downstream entity, and the downstream entity can decide the sequence of responding to the external event according to the condition; the consistency enforcer is responsible for ensuring that the macro/meso layer and the micro layer can respond to the external event respectively and keep the consistency of system state; after the response, the consistency enforcer can still be responsible for the difference of response results of the macro/meso layer and the micro layer; and output flow, velocity and density information are taken as the external event which is output to the downstream entity.
