In the invention, a cache table is established to preserve the MCUs in each hierarchical service region and the rest resources of each MCU, greatly diminishing the consumption of time for computing the MCU resources; in addition, the MCUs are associated with the hierarchical service regions so that the classification of the MCUs are more conspicuous; and the principle of proximity is adopted to select the MCU, thus improving the efficiency and usability of MCU.
