A service centre which comprises a service layer, a data layer and a network layer is established, all the operations of the service layer and the network layer of the service centre to a data base in the data layer are realized through a storage process, the network layer of the service centre stores the data uploaded by a vehicle terminal into the driving data sheet in the data base of the data layer after the data is analyzed, the service layer stores the definite regional parameters logged by a vehicle manager in a definite regional sheet in the data base, when the service center receives determining and accounting for the vehicles which cross the border of a vehicle manager, the service center determines whether the vehicle crosses the border, and accounts the vehicle border crossing condition. The invention realizes that the border crossing state of tracing points of large scale vehicles is accounted in the data base, further accounts the border crossing frequency, the border crossing time span and the driving distance during the border crossing period, then returns the statistical result to the service layer, the purposes for improving the speed and reducing the date transmission quantity are achieved, therefore, the system processing time is shortened.
