Embodiment Construction

[0041] The billing system described is based on a mobile wireless network that can cover the country's operations. GSM, UMTS or similar cellular mobile radio systems, which are referred to synonymously as GSM in the following, can be used here. The billing system is applicable to all road types such as streets / highways, waterways, tracked roads and to all types of cars that use these roads. The billing system can be configured as a stand-alone system or as an overlay with an existing billing system.

[0042] In order to implement the billing system, the following components are set:

[0043] Billing device:

[0044] A (GSM) mobile radio terminal of a mobile radio subscriber, which is used for determining the fare in the vehicle to be charged, is preferably used as the billing device. A mobile phone as an automotive terminal device (vehicle unit) contains a charging client application, which can optionally:

[0045] - In standard SIM (SAT-app)

[0046] - in special sim

Abstract

The present invention relates to an electronic billing system for roads, which is established based on common GSM / UMTS mobile phones or similar devices with GSM functions such as PDAs and car phones in the market. In any mobile radio network, the data of the corresponding radio cell is transmitted to the radio telephone via the organizational channel. According to the invention, this information provided by the fixed radio station is used to register in the radio telephone the radio cells traveled by the paying subscriber. The collected data is sent to the billing center. With the aid of the sequence of the traveled radio cells transmitted by the terminal of the person tolled, it is possible to deduce with high accuracy which roads the vehicle has used which are tolled by comparison with a database of existing roads. According to the invention, no hardware modifications need to be made on existing mobile radio systems and terminals. Existing mobile wireless devices, radiotelephones, etc. are generally owned by the paying subscriber and can be used.

Description

technical field [0001] The invention relates to an electronic billing system for roads and an operating method thereof. Background technique [0002] There is a lot of discussion in Europe on the question of the best billing system, ie which systems can be used globally and synergistically, and which systems can be used very economically and flexibly. These issues or desired system characteristics are currently not compatible with each other, because each country and each infrastructure operator has its own ideas about what system technology to adopt or plan to charge. [0003] Nevertheless, it is desirable and very advantageous for road users in Europe to harmonize the tariff systems used at least within the European Union. Especially countries that have joined the European Union are also concerned about what systems and technologies should be established in the future to collect fees. [0004] Generally speaking, from the perspective of car owners and their drivers, the ...
