According to the machine learning-based maintenance order issuing opinion identification intelligent ticket forming system, through obtaining corresponding relation data of issuing opinions and operation tickets of in-quantity maintenance orders, habitual term characteristics of the issuing opinions and operation item and characteristics of the operation tickets are researched, and all data are divided into two parts used for training a model and used for evaluating the judgment ability of the model; selecting and establishing a proper prediction model, training the model until ideal identification accuracy is achieved, testing the prediction model by using reserved evaluation data, finely adjusting parameters of the prediction model to improve the precision of the model, and performing scheduling term, topology five-prevention and power flow anti-error verification on the intelligently generated operation order.
