The invention provides a data labeling method and device, and relates to the technical field of image labeling and deep learning. The specific implementation mode comprises the steps of obtaining to-be-labeled data and a labeling requirement of the to-be-labeled data; determining a labeling mode type meeting the labeling requirement, wherein the labeling mode type is the type of a labeling mode adopted for the to-be-labeled data in order to meet the labeling requirement; according to the labeling requirement, generating labeling questions conforming to the annotation mode type, wherein the labeling questions are used for prompting the labeling content in the annotation tool; and generating a labeling tool comprising the to-be-labeled data, the labeled questions and the question logic relationship. According to the method and the device, the labeling mode type can be determined according to different to-be-labeled data and labeling requirements, so that an appropriate evaluation method for the labeling requirements is found, and a labeling tool meeting a specific labeling requirement scene is automatically and flexibly customized.
