The seawater desalination system is configured to desalinate drainage water of a secondary circulation cooling tower through desalination equipment to obtain desalted water and output the desalted water, and the desalination equipment takes power from the station service system; the gradient utilization system is configured to obtain steam output by a steam turbine generator unit for gradient utilization and output high-pressure industrial steam, medium-pressure industrial steam and low-pressure industrial steam respectively; and the station service system comprises working sections of two units and is connected with a back pressure machine and the energy storage frequency modulation system, and the back pressure machine and the energy storage frequency modulation system are merged into a station service network.
