The method comprises the steps that S1, performing modeling on the lossand optimization problem of an unmanned aerial vehicle user for an actual communication scene; S2, dividing the optimization problem into two aspects: trajectory planning and spectrum decision; firstly, using a convex optimization solving method for planning a track of an unmanned aerial vehicle user, then molding a frequency spectrum decision problem into a Stackelberg game, carrying out balanced solving by hierarchical learning, and finally achieving joint optimization of the track and the frequency spectrum.
