The device comprises the v-shaped flame holder, a plasmaexciter and a power source, wherein high-speed high-temperature airflow at a combustion chamber inlet passes through air holes (106) between an upper wall surface and a cylindrical cavity and betweena lower wall surface and the cylindrical cavity and flows into a backflow region (103) inside the flame holder, the air holes (106) are used for conveying air (101) from the outside into a v-shaped cavity to support combustion, and multiple arcs generated by discharge of multiple channels are connected together to form a multichannel arc discharge array. The invention further provides a method for regulating and controlling the tail edge flow of the v-shaped flame holder through surface arc plasma excitation.
