The device comprises: a sample holder; a pressure regulating module that is connected with the sample holder through a first pipeline; a magnetic induction device that can be used for storing the sample holder; a displacement module that is communicated with the cavity; and a controller that is connected with the magnetic induction device, and is used for obtaining the permeability of the combustible ice sample according to the T2 spectrum. The method comprises the following steps: obtaining a T2spectrum of the combustible ice sample under a predetermined pressure; and obtaining the permeability of the combustible ice sample according to the T2 spectrum of the combustible ice sample under thepreset pressure.
