Abstract

The invention discloses an offshore foundation structure and an offshore wind turbine system; the offshore foundation structure comprises a floating body platform, wherein the floating body platform is provided with a ballast tank, and the ballast tank is used for adjusting the draft of the floating body platform; a switching platform which is arranged at one end of the floating body platform andis rotationally connected with the floating body platform; an anchor chain, wherein one end of the anchor chain is connected to the transfer platform, and the other end of the anchor chain is used forbeing connected with the seabed. The draft of the floating body platform is adjusted through the ballast tank, and the position of the switching platform is limited by the anchor chain so as to limitthe offshore foundation structure to be located in a specified area; the switching platform is rotationally connected with the floating body platform; the floating body platform can rotate around theswitching platform; when conditions such as different wind directions occur, the floating body platform can rotate around the switching platform equivalently, and therefore, self-adaptive adjustmentis conducted through the wind vane effect, the optimal balance with wind, waves, flow loads and the like is achieved, and a good environment is created for operation of a draught fan device.
