The upper cover plate is provided with a card swiping induction area.The intelligent card corresponds to a unique virtual account, and prestored expense information is stored in the virtual account. A PLC is in communication connection with the card swiping inductionarea and the upper cover plate opening and closing unit. The PLC is used for controlling the upper cover plate opening and closing unit to automatically open the upper cover plate when the intelligentcard is read by a card swiping area and after the virtual account automatically pay single rubbish putting expense from the prestored expense information. By means of the scheme, when rubbish is putevery time and the intelligent car is read by the card swiping area of the upper cover plate of the containing barrel, the expense of rubbish putting of this time is deducted from the card automatically, and the upper cover plate opening and closing unit is controlled to automatically open the upper cover plate; and the intelligent degree is high, the user experience is good, and rubbish putting charge management is simpler, more convenient and more effective.
