The passive millimeter wave radiation simulation method capable of distinguishing different rough surfaces comprises the steps that 1, a three-dimensional model of a tested scene is established; 2, the three-dimensional model established in the step 1 is subdivided; 3, a ray groups are defined, one ray group includes b rays; 4, the brightness temperature reaching a radiometer along a*b rays is calculated, and the reflection of a second layer in the calculation is considered; and 5, theobtained a*b brightness temperatures reaching a radiometer antenna are converted into a brightness temperature imaging simulation map with a*b resolution.
