The method includes the following steps: adsorbing a target terminal to reside in a same-frequency 4G positioningcell, wherein the same-frequency 4G positioning cell is established according to the frequency point of a resident cell of the target terminal; sending a redirection message to the target terminal toensure that the target terminal is redirected from the same-frequency 4G positioning cell to a GSM positioning cell according to the redirection message, wherein the GSM positioning cell is established according to an absolute radio frequency channel number (ARFCN) of a GSM cell without a public network; and carrying out positioning in the GSM positioning cell. According to the redirection positioning method and device provided by the embodiment of the invention, the same-frequency 4G positioning cell and the GSM positioning cell are established, and the target terminal is redirected to the GSM positioning cell, so that the target terminal can be positioned more stably and reliably by using the characteristic that the GSM positioning cell has no public network interference and low narrow-band system frequency.
