The invention discloses a transmitter channel allocation model and method in short wave downlink communication. The model is to combine a probability statistics model with a downlink channel diversitytechnology, construct a corresponding user communication probability model and optimize system communication probability by adjusting a downlink transmitter channel allocation strategy. The method includes the following steps: decomposing a problem of large decision space into two sub-problems which are channel matching and transmitter allocation; to solve the channel matching problem, constructing a multi-to-one matching game model, and calculating stable transmitter-channel matching under maximum system expected communication probability; to solve the transmitter allocation problem, constructing a potential energy game model, and calculating an optimal allocation strategy under the maximum system expected communication probability to obtain the optimal allocation strategy; and finally,calculating the system communication probability.
