The method comprises the following steps: acquiring a joint distribution feature value of industrial energy consumption and economic benefit added value; acquiring an energy intensity emission reduction target value; solving the energy intensity value according to the joint distribution feature value of the industrial energy consumption and the economic benefit added value, and estimating the industrial energy intensity emission reduction default riskvalue by combining the energy intensity emission reduction target value; establishing an industrial structure management model according to the industrial energy intensity emission reduction defaultrisk value; and solving the industrial structure management model by adopting a Latin hypercube sampling method to obtain an industrial structure optimization scheme. By adopting the method and systemprovided by the invention, the parameter analysis and the risk analysis can be really implemented on the industrial industry management level, thereby practically guiding the optimization of the industry structure, and providing reference for the management on other related fields, and a more robust decision support is formed.
