The method includes that an air traffic flow control model is established based on compartment network; the air traffic flow control problem is described in a decentralized manner, and a decentralized controller is designed; the designed decentralized controller is added to the traffic flow network model to obtain a control system model; new portraits are proposed for the stability and performance indexes of the closed loop system of the decentralized controller, based on the portraits, the necessary and sufficient conditions for the existence of the decentralized controller are given, the iterative algorithm is used to solve the conditions to obtain the decentralized controller which satisfies the performance index of the control system model; and finally, according to the obtained decentralized controller, the control of air traffic flow is completed. The control method can effectively control the traffic flow problem, establishes a model from the positive system view point, solves the air traffic flow control problem to obtain new solution ideas, and achieves novel, low-conservation and easy-realization results.
