The invention provides a system and a method for customizing a flexibly configured individualized learning scheme. An SSM model library building module of the system carries out description by adopting an improved WSCL standard based on learning activities and a transfer sequence of relationships among the learning activities so as to obtain an SSM model library and builds a learning scheme digraph; a learning activity customizing module builds a learning activity tree based on the learning scheme digraph, provides the learning activity tree to a user for individualized selecting operation and generates an individualized learning activity view of the user; a learning data customizing module searches the SSM model library based on nodes selected from the individualized learning activity tree of the user so as to obtain an individualized learning data view; and a learning process customizing module obtains a learning process view based on the individualized learning activity view and the individualized learning data view and provides the learning process view to the user for individualized customizing operation so as to obtain an individualized learning process view of the user and a SSCM model library.
