Abstract

The method comprises the steps that a base station enables a resource configuration parameter N (1, PUCCH) and a carrier offset to be transmitted to a user terminal; the user terminal detects a PDCCH channel, and obtains the index nCCE of a first control channel unit CCE occupied by the PDCCH channel; and the user terminal detects a PDSCH channel, determines the uplink resource of ACK / NACK through employing the index nCCE, the resource configuration parameter N (1, PUCCH) and the carrier offset, and feeds back the ACK / NACK on the uplink resource. The user terminal determines the uplink resource of ACK / NACK through the carrier off provided by the base station, and feeds back the ACK / NACK on the uplink resource, thereby effectively solving a problem of uplink ACK / NACK resource conflict in uplink and downlink asymmetric frequency spectrums.
