The method includes the following steps that: a mobile terminal initiates a cell reselection request, if the mobile terminal is in a ping-pong environment, reselection offset of an adjacent cell to which the mobile terminal requests to access is increased; and the cell reselection request of the mobile terminal is executed based on the increased reselection offset of the adjacent cell. With the method adopted, a cell reselection behavior can be lagged when the mobile terminal is in the ping-pong environment, and therefore, loss probability of paging information can be effectively reduced, and the power consumption of a system can be reduced, and excellent user experience can be provided.
