The invention discloses a traffic managing system and a traffic managing method. The method comprises the following steps: building a regional road network surrounding an activity holding place; configuring road network OD data and simulating adoption of different traffic dispatching means in a simulating system, and adopting road congestion hotspot analysis and road characteristic parameter analysis to select an optimal traffic managing scheme. The different traffic dispatching means include route guidance and traffic distribution at crossings, signal lamp optimization, conversion between one-way and two-way traffic lanes, road driving restriction, etc. According to the invention, the optimized traffic managing method is provided for the situation with dense traffic flow such as large-scale recreational and sports activities. The system and the method also provide reference basis for traffic managers to make entry-exit evacuation schemes of large-scale activities, thereby ensuring safe and smooth traffic.
