The method includes the specific steps that measuring lines are determined on a straight line, closest to the buried pipeline, at the construction vibration position and in the pipeline direction, and corresponding monitoring points are arranged; a construction boat on the sea is used for performing overwater positioning and underwater drilling, and a vibration sensor is buried; a dynamic signal collecting and analyzing system is used for collecting monitored vibration data in real time in the whole process of engineering construction; an evaluation value of the safety state of the pipeline is obtained through combining of a local elaborate model of a soil body-concrete pipeline, and the safety of the pipeline is evaluated. A monitoring system for the vibration response of the adjacent underwater buried pipeline under construction vibration is built up, the vibration response of the adjacent underwater buried pipeline under the construction vibration in offshore engineering is safely and accurately monitored, and the local elaborate model is built and combined with the monitored data to perform safety evaluating and early warning on the adjacent underwater buried pipeline.
