During the operation of the urban rail public traffic and transportation system, a wide beam (8) and a high column (7) of an upper-layer vehicle rail bogie (6) form an arch-type structure which is used for the lower-layer vehicles (2-1) which use the rail bogie (6) with a narrow beam (8) and a low column (7) to pass through reversely; and the urban rail public traffic and transportation system is matched with a platform system which is combined with passenger foot-bridges and a vehicle conversion system.
