Compared with the traditional method, the lowest navigable water level generating method disclosed by the invention has the advantages as follows: to suit the actual scouring and silting process of the downstream river of the reservoir, the design water level of the river at one time in the future can be more simply and accurately predicated through analyzing the water level variation rule and water level variation causes of the river and using adaptive methods for different rivers; moreover, the data needed by the method are easier to collect than those needed by the traditional method, and stronger practicability is achieved.
