[0056] In short, existing schemes are deficient in that they fail to provide frequency diversity and interference randomization for each case of interest across multiple different cells of an OFDM system. An alternative is to interleave the mini-CCEs individually for each OFDM symbol. In such a case, if three OFDM symbols are used to transmit PHICH, PCFICH, and PDCCH, then three different symbol group permutations can be used to obtain measures of interference randomization and frequency diversity.
