The preventing and controlling method comprises the following steps of: carrying out inter-planting on the sunflowers and the tea-plant so as to enable the sunflowers to form a trapping zone when the sunflowers grow in a tea garden with larger area; planting the sunflowers in the idle land around the tea-plant when the sunflowers grow in a tea garden with small plot, wherein the planting number of the sunflowers in each acre of tea garden is 200-250; carrying out harvesting on the upper stem part of each planted sunflower within 20-40 days after the mature period of the sunflower, and carrying out concentrated incineration on stems and flower discs of the harvested sunflowers. By utilizing the self-selecting characteristics of organisms per se and without spraying insecticides on the tea-plant, the invention greatly reduces the pest control cost, has remarkable effect and eliminates the food potential safety hazards of tea per se.
