The method comprises the following steps of: configuring effective load of MAC PDU and an MAC sub-head corresponding to the effective load, wherein the effective load comprises an MAC Control Element (CE) and / or an MAC Service Data Unit (SDU); judging whether the effective load of the MAC PDU is only configured with the MAC CE and the MAC PDU needs filling of 1 byte, if so, configuring a filling sub-head behind a last MAC CE sub-head and adjacent to the last MAC CE sub-head; otherwise performing an MAC PDU configuring process in the prior art. The invention also discloses another method for configuring the MAC PDU and a device for configuring the MAC PDU.
