The controller includes an emission control section (52) to output each request based on individual purposes to an internal combustion engine; a fuel consumption control section (54); an idlestability control section (56), an efficiency arbitration section (58) to arbitrate requests from those sections; and an actuator instruction value calculation section (60) to determine the instruction values given to a plurality of actuators provided on the internal combustion engine in accordance with a result of arbitration performed by the efficiency arbitration section (58). The requests arethose for the torque efficiency indicative of a ratio of a requested torque to a reference torque obtained when operating points of a plurality of actuators are optimized.
