The dam body spillway comprises an inlet section, a discharge chute section, a stilling pool section, a water interception tooth groove, a broken stone hardcore and a drainage pipe. The water passing road comprises a road and a downstream retaining wall. The method is used for an earth dam which is not provided with a shoreside spillway and has a traffic function on the dam crest, on one hand, the dam body spillway is additionally arranged, flood can be discharged from the dam crest, and therefore it is guaranteed that overtopping and burst of the dam cannot happen; and on the other hand, the dam crest is combined with the spillway inlet to arrange a water passing road, water passes during flood discharge and passes during no flood discharge, the problem that the dam crest cannot pass after flood discharge is additionally arranged is solved, and compared with a traffic bridge arranged at the dam crest, the structure is simpler, and the manufacturing cost is lower.
