The method comprises the following steps: collecting the calculation parameters of a load shedding scheme; taking the calculation parameters as input, and constructing an initial model according to constraint conditions; wherein the constraint conditionscomprise a load shedding time interval limiting constraint, a transformer substation sheared load proportion limiting constraint and a line transfer relation constraint; and optimizing the initial model to obtain a load shedding scheme under multiple time gradients, so that the overall load shedding qualification rate of each time gradient reaches a preset value, and the similarity between the line load curve under each time gradient and the typical load curve shape of the whole network reaches a preset value. According to the invention, through unified optimization of load shedding under multiple time gradients, the qualified rate of load shedding under all time gradients in the compilation scheme is improved; and by preferentially selecting the line with high similarity with the load curve of the whole network system for scheme arrangement, the overall stability and the anti-interference capability of the scheme are ensured.
