The method comprises the steps that first, mathematical relationships between energy consumption accumulation values and indoor and outdoor temperature difference time number accumulation values in a whole heating period before and after project reconstruction are determined respectively; an ideal indoor and outdoor temperature difference time number accumulation value under an ideal condition in a heating period is determined; and finally, the energy saving amount in the heating period is calculated according to the two mathematical relationships determined before and after project reconstruction and the ideal indoor and outdoor temperature difference time number accumulation value. According to the method and the device, the heating energy consumptions before and after energy saving reconstruction are corrected to the same ideal condition, then the period energy saving amount is calculated according to the heating energy consumption correction value before and after reconstruction, and therefore the problem that the result error of the period energysaving amount is large due to the fact that the outdoor temperatures before and after energy saving reconstruction are different, or the heating quality is substandard can be avoided.
