An upper computer sends water quality parameters to a back-end server based on the following mode: the upper computer independently packages each water quality parameter into an information message and then sends the information message to the back-end server. The upper computer includes a transmission program and a control program.The transmission program is used for transmitting an information message to the back-end server; and the control program is used for adding a transmission guide mark in the information message if thetransmission program does not obtain a response message of the back-end server to the information message within a set time length, wherein the transmission guide mark is used for indicating a transmission mode of the information message. The transmission program is also used for transmitting the information message again by means of the transmission guide mark additionally arranged in the control program. Therefore, defects that the information link for transmitting the information message cannot be changed quickly and the rapidness, high efficiency, and correctness of the information message transmission can not be ensured in the prior art are overcome.
