The device comprises an upper shell which is provided with a first opening end with a downward opening, a lower shell which is hinged to theupper shell through a hinge shaft and is provided with a second opening end with an upward opening, a tension sensor which is set in a containing groove, a controller which is arranged in the accommodating groove and is electrically connected with the tension sensor, a display device which is arranged on an outer surface of the upper shell and is electrically connected with the controller, and a battery which is arranged in the containing groove and is electrically connected with the tension sensor, the controller and the display device, wherein a first elastic belt is arranged at the openingend, a second elastic band is arranged at the second opening end, a containing groove is formed in the hinge shaft, and one end of the first elastic band and one end of the second elastic band pass through a cavity wall of the containing groove to be connected with the tension sensor to measure elasticity values of the two elastic bands.
