The method comprises the following steps of acquiring electricity utilization data of a user to be identified; calculating a preset abnormal electricity utilization index according to the electricity utilization data of the user to be identified; and if the user to be identified is an abnormal user, according to the abnormal electricity utilization index of the user to be identified, generating an electricity utilization characteristic vector of the user to be identified; calculating a similarity value of the electricity utilization characteristic vector of the user to be identified and an electricity stealing fingerprint vector of each preset electricity stealing method; if any similarity value acquired through calculation exceeds a preset threshold, indicating that the user to be identified is a suspected electricity stealing user.
