The method comprises the steps of receiving access instructions; accessing user terminals to connection boards of radio stations according to the access instructions, wherein the user terminals are telephones communicating with the telephones in a ship; receiving service call signals sent by the user terminals, wherein the service call signals comprise service numbers; and searching a communication plan to determine link relationships formed by a plurality of radio stations corresponding to the service numbers and establishing communication connection between the user terminals and the plurality of radio stations according to the determined link relationships, wherein the communication plan comprises corresponding relationships among the link relationships formed by the service numbers of the communication service and the plurality of radio stations for realizing the communication service. According to the method and the device, through adoption of the telephones, commanders on a shoreline can communicate with performers on the ship through adoption of the radio stations.
