The high-efficiency water and fertilizer management method specifically comprises the following steps of ploughing sugarcane fields, raking the ploughed fields and leveling the raked fields by a conventional method, ditching the leveled fields into sugarcane planting ditches, and absorbing water by using a water retaining agent so as to obtain solid water; preparing a base fertilizer as needed, applying and spreading the base fertilizer to the sugarcane planting ditches, and then placing sugarcane seeds in the sugarcane planting ditches; and after the seeds are sowed, uniformly spreading the solid water to the sugarcane seeds, and then performing covering with crushed mud. Through the implementation of the high-efficiency water and fertilizer management method disclosed by the invention, the water retaining agent is used for preparing the solid water and has the functions of repeatedly absorbing water, retaining water and the like, when the water retaining agent is applied and placed on the periphery of the sugarcane seeds, miniature reservoirs are matched equivalently; when the sugarcane field is arid, moisture in the water retaining agent can be slowly released, so that moisture required for growth of the sugarcane is guaranteed, and when it rains, the water retaining agent can also absorb moisture, so that the water retaining agent can release moisture once again when the field is arid.
