The method includes the following steps: step1: setting up an evaluation index system of an electric-power emergency system; step2: calculating the weight of evaluation indexes; step3: calculating the evaluation result; step4: analyzing the evaluation result. The electric-power emergency system evaluation model construction method based on the frangibility enables an electric-power emergency system evaluation method to be quantized so that the method is different from traditional obscure subjective evaluation methods and capable of grasping weak points and weak links which exist in the system from a macroscopic angle. Through forming the electric-power emergency evaluation index system and using a comprehensive index method, a frangibility result of an inspected electric-power emergency system is obtained.
