An embodiment of the invention discloses a method and a device for accessing R4 carrier wave by a packet switching user, which are used for solving the problems that a PS (Photoshop) user call completing rate is low and R4 carrier wave resources are wasted due to the fact that whether the PS user is permitted to access in the R4 carrier wave is judged according to a set switch switching-on condition or a switching-off condition. The method comprises the following steps of: acquiring the number of CS (Counter-Strike) users on a target R4 carrier wave; judging whether the PS user is permitted to access the target R4 carrier wave according to the number of the CS users and a preset carrier wave access prohibition threshold; and permitting the PS users to access the target R4 carrier wave when the number of the CS users and the carrier wave access prohibition threshold satisfy the first condition. According to the embodiment of the invention, the interferences of the PS users to the CS users on the R4 carrier wave are reduced on the premise that the high PS user call completing rate is ensured as much as possible; and moreover, the PS user call completing rate and the R4 carrier wave utilization rate are improved.
