The method comprises the following steps of: setting a service traffic objective function of the signalized intersection; setting the maximum green time and the minimum green time of each phase green lamp in a period, wherein the green time of each phase is shorter than or equal to the maximum green time and is longer than or equal to the minimum green time and the sum of the green time of all the phases is cycle time; setting a proportionality coefficient to ensure a ratio of the green time of any two phases in the current period less than or equal to the product of the proportionality coefficient and a ratio of flow rates of the corresponding phases in the previous period; and under the constraint conditions, by traversing the proportionality coefficient, calculating the green time of each phase of the signalized intersection so as to ensure the intersection to have the maximum service traffic. According to the method, the ballast and gradient traffic flow can be well processed, the mutative traffic flow can be rapidly responded, the largest number of vehicles can pass through the intersection and the service level of the signalized intersection is improved.
