The method comprises the following steps of: receiving the service data; adjusting a scheduling weight of the service data according to a service data rate and a delighted bit rate, wherein the delighted bit rate is determined according to a user satisfaction index; and scheduling the service data according to the adjusted scheduling weight. Through the method and the device, the service rate of each user in a cell tends to be fair, the general user feeling is improved and the system satisfaction degree is maximized, thereby the benefits of an operator and an equipment manufacturer are increased.
