A packet transferring / transmitting method is provided for use in a mobile communication system 50 . In this packet transferring / transmitting method, an upper node 1 determines the implementation of handover (determination step), and a handover addressing node 2 transfers, of a plurality of packets, a non-transmitted residual packet to a handover addressed node 3, and the upper node 1 transmits a new packet to the handover addressed node 3 (transfer / transmission step).
