The method comprises the following steps: determining the natural condition suitability of regional construction of photovoltaic facilities through terrain and meteorological observation data; extracting independent building and house building areas by using high-resolution satellite data; functional attributes of the house building are determined according to the POI information, and regional distributed photovoltaic construction resource potential is determined in combination with the area of the house building; and evaluating the distributed photovoltaic layout potential by integrating the construction suitability, the land management attribute and the house building area. According to the method, the problem of photovoltaic layout potential analysis deviation caused by only considering single factors such as climate or house buildings in the prior art is solved, the regional distributed photovoltaic layout potential can be comprehensively and accurately evaluated, and the application of satellite remote sensing in the fields of low-carbon city construction and the like is expanded.
