The device comprises an upper closing cavity, a lower closing cavity, a porous moving disk, atransmission device I, a transmission device II and a controller, wherein the upper closing cavity and the lower closing cavity are located in a dustproof box; the porous moving dick is located between the upper closing cavity and the lower closing cavity and is sued for bearing a filter membrane tray; the transmission device I drives the moving disk to move horizontally; the transmission deviceII drives the lower closing cavity to lift; the controller controls the transmission device I and the transmission device II to move; the upper closing cavity is connected with a cutter connection head at the top of the dustproof box; the lower closing cavity is connected with an air pump through a pipeline; a horizontal displacement sensor is arranged on the transmission device I; a vertical displacement sensor is arranged on the transmission device II; and the air pump, the horizontal displacement sensor and the vertical displacement sensor are electrically connected with the controller.
