The device comprises a locking information module, a judgement module and an output module, wherein the locking information module is used for generating locking information of the distribution board according to locking states of a power supply grounding knife-switch, a load grounding knife-switch and a bus grounding knife-switch; the judgement module is used for inputting locking information into preset logics and judging whether overhauling of the distribution board under the locking condition corresponding to the locking information is safe, and besides, the preset logics are the logics that no electric shock hazard exists during overhauling of the distribution board; the output module is usedfor outputting overhauling allowing information of the distribution board according to a judgement result of the judgement module, and besides, the overhauling allowing information is optical information and / or acoustic information.
