The system comprises: a method in which a plurality of basic symbols, etymons or letters are combined according to a preset rule to express a Chinese character; the circular keyboard which is provided with 28 keys, and the keys are matched with the basic symbols, the etymons or the letters and are arranged along the circumference of a first circle, a second circle and a third circle that are concentric at certain angle intervals; a plurality of functional switches with the logic on-off mode which lead the number of the available basic symbols, the etymons or the letters to be increased by 2<n> times; and a device for storing and displaying, thus fully and dynamically storing and displaying the input basic symbols, the etymons or the letters until the Chinese character is converted. The circular keyboard can adopt hard keys or a touch screen.
