The device comprises a grounding transformer, a neutral point small resistor, a first split-phase switch, a second split-phase switch, a third split-phase switch, a bridging switch and a grounding resistor. The output end of the grounding transformer is connected with one end of the neutral point small resistor, and the other end of the neutral point small resistor is grounded; the first phase input end of the grounding transformer is connected with one end of the first split-phase switch, the second phase input end is connected with one end of the second split-phase switch, and the third phase input end is connected with one end of the third split-phase switch; the other end of the first split-phase switch, the other end of the second split-phase switch and the other end of the third split-phase switch are respectively connected with one end of the grounding resistor, and the other end of the grounding resistor is grounded; one end of the bridging switch is connected with one end of the neutral point small resistor, and the other end is connected with one end of the grounding resistor.
