The invention discloses a power network topological relation construction method based on an IEC61970 standard. The method comprises a step of numbering nodes, switches and branches in a power network wire connection diagram, a step of defining the relevant variable of the electric equipment in a power network and associating the connection node of the variable to a corresponding topological logical node, a step of outputting the associated topological logical nodes and constructing a topological logical node matrix according to the topological logical nodes, and a step of traversing the electrical equipment in the power network and drawing a topological wire connection diagram according to the topological logical node matrix. According to the method, a standard and open power system information model is established, the interoperation is promoted, the cost of production and maintenance is reduced, and the reliability of the system is improved greatly.
